KUWAIT: Chairman of Kuwait University's teaching staff members society Dr Ibrahim Al-Humoud urged new Minister of Education and Minister of Higher Education Dr Saud Al-Harbi to appoint a new KU rector whose tenure had expired since September 2019. "Instead of performing his duties as a caretaker, the interim rector has been acting as an actual, legally appointed one, which is against the law," Humoud said in a statement to the press yesterday.
"The deliberate administrative vacuum in effect since September has resulted in terrible consequences such as suspending KU council meetings and promotions, and the invalidity of any decision made by the current rector," Humoud, explained adding that the vacuum also led to suspending all academic scholarships and researches. Further, Humoud argued that unlike the minister's case where article 103 of the constitution allows him or her to carry on taking care of urgent matters, the university rector's resumption of his duties is unconstitutional and illegal.
Public cleanliness
Municipal Council member Abdul Salam Al-Randi suggested having citizens conduct a monthly online survey to measure their satisfaction with the level of public cleanliness in Kuwait, then discuss the survey's results during Municipal Council sessions once every three months.
Food security
Chairman of Kuwait Fishermen Union Thaher Al-Sowayyan urged His Highness the Prime Minister Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah to confer with the heads of unions concerned with food security such as producers of dairy products and fishermen, stressing the need for the new government to "give attention to citizens' aspirations." Sowayyab further argued that the fishermen union had been suffering from being ignored for years though fishing is one of the main sources of food security in Kuwait. Moreover, Sowayyan urged Public Authority for Agricultural Affairs and Fish Resources (PAAAFR) Chairman Sheikh Mohammad Al-Yousuf Al-Sabah to allocate a seat for the fishermen union within PAAAFR's board.
