KUWAIT: Minister of State for Municipal Affairs and Minister of State for Communications and Information Technology Affairs Dr Rana Al-Fares sent a memo to the General Manager of the municipality Engineer Ahmad Al-Manfouhi which includes a plan to make the staff at Kuwait Municipality consist of Kuwaiti citizens completely.

"The plan includes the 'Kuwaitization' of all posts in the Municipality within a specific time frame in correlation with the needs of the municipality. It includes a training program for nationals in order to improve its overall performance considering that public jobs serve the public interests," the memo included.

"We have three phases that the plan is going to go through, with the first phase to remove 33 precent of employees and the warning period is going to start from September 1, 2022, while the second phase will also remove 33 percent of employees and is planned to start on February 1, 2023. As for the third phase, it is going to include the removal of the rest of expat employees starting from July 1, 2023," the memo continued.

The plan is going to include the following stipulations:

  1. Providing a list within a week of all expat employees at the Municipality in order to proceed with the legal procedures to end their services.
  2. The list will exclude non-Kuwaitis who have a Kuwaiti mother, Gulf Cooperation Council citizens, registered stateless residents and service employees (drivers, etc).
  3. Halting all procedures of hiring and transferring of non-Kuwaitis.
  4. All committees must consist completely of national staff.
  5. All contracts of non-Kuwaiti employees will not be renewed.
  6. Preparation of a plan to train national staff in correlation with the plan to end the contracts of non-Kuwaiti employees at the Municipality.
  7. Assigning a plan to hire staff which covers vacancies and sending it to the minister within two weeks.
