KUWAIT: The Chief of the National Guard, Sheikh Mubarak Humoud Al-Jaber Al-Sabah, officially launched the fourth strategic plan of the National Guard (2030) on Monday, under the slogan "Protecting the Homeland.” In a statement to the press, Sheikh Mubarak expressed his pride and deep appreciation for the team responsible for developing the strategic plan. He commended their dedicated efforts in executing the National Guard’s strategies and five-year plans, which aim to achieve the highest levels of excellence through leadership, readiness, and the cultivation of a highly professional force.

Undersecretary of the National Guard, Lieutenant General Engineer Hashem Al-Rifai, emphasized that the National Guard is continuing the strategic planning framework laid out by His Highness the Amir and Supreme Commander of the Armed Forces, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah. He noted that the launch of this fourth strategic plan represents the continuation of the Guard’s commitment to institutional excellence, which is rooted in military, administrative and technical fields. The plan reflects core values of loyalty, belonging, justice, readiness, and professionalism, ensuring that the National Guard is equipped to perform its vital role within the national defense and security system while supporting all state agencies with efficiency and high preparedness.

General Al-Rifai also extended his gratitude to the strategic plan preparation team for their diligent work in bringing the plan to fruition. He urged National Guard commanders and officers to remain committed to its goals, particularly in advancing technological development and embracing modern innovations across all operational domains to sustain the path of excellence.

Staff Colonel Azzam Suleiman, speaking on behalf of the strategic planning team, outlined the vision behind the fourth strategic plan. The plan, titled "Homeland Protection,” positions the National Guard as a key protector and supporter, consistently striving for the highest levels of excellence through participatory leadership, full readiness, and the development of a highly skilled and elite force. Colonel Suleiman highlighted the plan’s foundational values, including loyalty, belonging, justice, readiness, and professionalism, and its emphasis on crucial pillars such as security, military, administrative, technical, and medical capabilities aimed at enhancing combat and operational readiness.

Additionally, Colonel Suleiman detailed the plan’s focus on international and institutional cooperation to strengthen the National Guard’s role in fostering partnerships with both global and domestic entities. Technological development remains a key pillar, encouraging the Guard to integrate modern technology in its projects and initiatives.
