Kuwait commits to disability rights with ratification of Amman-Berlin declaration

Minister vows to increase representation on of disability advocates in decision-making

KUWAIT: Kuwait has ratified the Amman-Berlin Declaration on Global Disability Inclusion, which was adopted during the Third Global Disability Summit held in Berlin, Germany.

In a statement to the Kuwait News Agency (KUNA), Minister of Social Affairs and Minister of Family and Childhood Affairs Dr Amthal Al-Huwailah affirmed that Kuwait’s ratification of this significant international declaration reflects its longstanding commitment to protecting the rights of persons with disabilities, and to promoting their full participation and inclusion in society. This is being achieved through the support of developmental policies that ensure a dignified and sustainable life for them.

She explained that Kuwait endorses the principle of “15 percent for 15 percent”, which calls for allocating no less than 15 percent of international development programs to include persons with disabilities, who represent approximately 15 percent of the global population.

She stressed that Kuwait will work to enhance the participation of organizations representing persons with disabilities in all stages of planning, implementation, and monitoring of these programs.

Minister Al-Huwailah emphasized the importance of collecting accurate data and statistics needed to develop integrated developmental policies that serve this important segment of society. She also highlighted the need to create an enabling environment to support their active role in development and to ensure equal opportunities.

She added that this step clearly reflects Kuwait’s direction toward promoting social justice and equality among all segments of society and translates the wise political leadership’s vision for achieving inclusive sustainable development.

The minister further stated that Kuwait has always been a pioneer in adopting humanitarian initiatives and continues to exert national and international efforts to implement the declaration’s provisions and turn them into a tangible reality that ensures a better future for persons with disabilities.

The Third Global Disability Summit took place in Berlin on April 2–3, co-organized by the German and Jordanian governments in cooperation with the International Disability Alliance, and attended by around 100 countries, international organizations, and civil society. The summit aimed to strengthen global efforts to achieve inclusive integration of persons with disabilities in all areas of life. — KUNA
