KUWAIT: Amiri Decree No (140) of 2024 issued on Sunday included the appointment of four new ministers in the government of His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, formed in accordance with Decree No (73) of 2024. Here are the biographies of the new ministers:
Khalifa Abdullah Dhahi Al-Ajeel Al-Askar
Minister of Commerce and Industry
He holds a bachelor’s degree in Business Administration from the College of Administrative Sciences, Kuwait University in 2002. He held the position of Chairman of the Financial Controllers Authority from 2019 until now. A member of the Board of Commissioners at the Capital Markets Authority from April 2014 to September 2019. Chairman of the Board of Directors of Osos Holding Company from May 2013 to April 2014. Chairman and Managing Director of Al-Waseet Financial Services Company from November 2008 to April 2014. Regional Manager - Brokerage Sector at Kuwait and Middle East Investment Company (KAMFIK) from October 2006 to September 2007. He held memberships in several boards of directors of companies in the local private sector from 2003 to 2014.
Abdullatif Hamed Hamad Al-Meshari

He holds a Master’s degree in Architecture from Harvard University in 2009 and a Bachelor’s degree in the same specialization from the University of Southern California in 2006. He worked as an advisor to the Kuwaiti Council of Ministers and a member of the technical team for the investment land development project in the Sheikh Jaber Al-Ahmad Al-Sabah Bridge Project. Vice Chairman of the Population and Urban Development Committee Member of the Vision Realization Committee for the Five Islands Development Project within the Vision (New Kuwait 2035). Member of the Supreme Committee for the Master Plan and Major Projects in the Council of Ministers from 2014-2017. Housing Projects Coordination Committee at the Public Authority for Housing Welfare from 2015-2017. Member of the Arbitration Committee at Boston Architectural College in 2008 and Kuwait University from 2010 until now. Member of the Technical Team of the Silk City Development Follow-up Agency.
Dr Nader Abdullah Mohammed Al-Jallal

Born in Kuwait in 1957. Holds a PhD in Organic Chemistry from the University of Reading in England in 1984 . Master’s degree from Kuwait University in Inorganic Chemistry in 1981. Bachelor’s degree in Chemistry from Kuwait University in 1979. He served as Director of Kuwait University from 2002 to 2006. Secretary-General of Kuwait University from 1999 to 2002. Dean of the College of Graduate Studies at Kuwait University from 1994 to 1999. Member of the Board of Directors of the Public Authority for Applied Education and Training in 1999. Professor in the Department of Chemistry at the Faculty of Science at Kuwait University in 1996. Member of the Board of Directors and Secretary of the Kuwait Chemical Society from 1987 to 1992. Head of the Chemistry Department at Kuwait University from 1991 to 1992. Visiting Professor at the Chemistry Department at the University of Bahrain from 1990 to 1991.
Noura Suleiman Salem Al-Fassam

State for Economic Affairs, Investment
Holds a Master’s degree in Business Administration from Kuwait University. Bachelor’s degree in Industrial and Systems Engineering with honors from Kuwait University. She held several leadership positions during her career and has experience in the financial, banking and investment sectors, which she spent in several governmental and private entities such as the Public Investment Authority, the National Bank of Kuwait, the National Investments Company and Boubyan Bank. Al-Fassam is considered the first Kuwaiti figure to obtain approval from the Central Bank of Kuwait for the position of Head of Strategic Planning at Boubyan Bank at the level of Kuwaiti banks, due to her extensive investment experience over 25 years. She participated in membership of the boards of directors of local and regional companies, in addition to her professional dealings with senior executives in global and regional banks. She also managed deals in the private equity sector and established companies worth $1 billion.
