Kuwait parliament holds special session Mon. for Deputy Amir, cabinet oath-taking

Kuwait: The National Assembly is gearing up to hold a special session Monday for His Highness the Deputy Amir Sheikh Dr. Mohammad Sabah Al-Salem Al-Sabah, the Prime Minister and his cabinet to take the constitutional oath, as per request of government.

The assembly will commence its session with recitation of Amiri orders and decrees related to cabinet formation and move on to swearing in of Ministers who do not already occupy position of parliament members, as per article 91 of the constitution.

This is followed shortly by His Highness the Deputy Amir Sheikh Dr. Mohammad Sabah Al-Salem Al-Sabah, the Prime Minister, taking the constitutional oath according to the stipulations of article 63 of the constitution.

National Assembly Speaker Ahmad Al-Saadoun called for the special session to be held on government behest, and according to article 72 of assembly bylaws.

The aforementioned article states that assembly Speaker can call for a session to be held at least 48 hours prior, adding that he can call for it in less than the stipulated time should he deem it necessary, or it was upon government request or called for by no less than 10 MPs.

Last Wednesday, an Amiri order was issued appointing His Highness Sheikh Dr. Mohammad Sabah Al-Salem Al-Sabah, the Prime Minister as Deputy Amir for the duration of His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah absence from the country.

Article 63 of the constitution specifies that before assuming powers, Amir's Deputy shall, at a special sitting of the National Assembly, take the oath mentioned in Article 60 the constitution with the following phrase added, "and be loyal to the Amir." In case the National Assembly is not in session, the oath shall be taken before the Amir. - KUNA
